Version of JDE Report fails to run with BV in FAT client unless it is checked out

The report has multiple versions. All versions but one will run locally using BV in solution explorer. One version of the report will run if I check out the version but don't modify it.

Here is the loop in which I'm stuck.

  1. Version of report is in a project but not checked out. The version was in a project at status 26 and moved to status 21.
  2. Version is not checked out. If I run the version in BV in solution explorer and override to run locally I get this error: "Unable to find object ID# -152. Please run ER validation to verify event rule integrity".
