How to default the language of a concurrent program in Oracle EBS?

I have an XML Publisher report that is being run from a concurrent program which is currently defaults to American language. When customer runs this concurrent program, I wanted to default this into Dutch without needing to go to language setting as this is mainly use by for Dutch language. This will save extra steps and confusion.
