How to add locators from 1 sub inventory to another sub inventory in the same inv organization?

We wrongly added stock locators in 1 sub inventory. On hand stock is currently not present. We made stock locators inactive. But still we are not able to add these locators in another sub inventory in the same inventory organization.


Please help.
