how to create a bank letter (notification)

in Oracle Application Express (MOSC) Question

Hi, I am new to Apex. Just curious how to create a bank letter notification like below:

The goal is actually very simple, mostly are pre-defined text in the letter, but some fields are pulled from the database (in red). Any advice how to do it (with an example is even better)? Most

importantly, the letter can be saved as pdf and printed out as a formal letter.
