Remote Worker Approver User List

I'm in the process of setting the remote worker functionality. We utilize partial position management, so I need the workflow to look to see if reports to or supervisor ID is populated. I do not see an approver user list for position/supervisor ID. Has anyone else run into this when setting up workflow for remote worker?
