34010914 WLS Patch Set Update 12.2.1.3.220329 Issue

Although the patch install reports it was successful, post patching we loose the ability to open the WebLogic Administration Console: “This page can’t be displayed” and all app URLs fail too: “Failure of Web Server Bridge: No backend server available for connection: timed out after 10 seconds or idempotent set to OFF or method not idempotent.”

Rolling the patch back – system was still ‘broken’

Upgrading Opatch 13.9.4.2.5 to recommended 13.9.4.2.8 – no difference

Installing the patch in our SIT and PreProd environments – the issue travels with the patch

Oracle Support suggest updating Java from 1.8.0_181 to 1.8.0_333 and using Stack Patch Bundle. We haven't tried this yet as we feel something may be wrong with the patch - we patch WL every quarter and haven't had issues before.
