Apply Update not available from version EPM 11.2.5 to EPM 11.2.8

I'm trying to update our current Oracle Enterprise Performance Management System 11.2.5 version (linux 7 install) to Oracle Enterprise Performance Management System 11.2.8 but I am only getting an install type option for "New installation", not the "Apply Update". I've even downloaded versions 11.2.6 and 11.2.7 off the Oracle Software Delivery Cloud site but all are only giving me new installation. I can confirm EPM 11.2.5 is installed and actively being used and the Middleware path is correct. Thoughts?
