OUTBOUNDSHA2 not present by default on Siebel IP20.6

We are trying to integrate siebel with middleware AIA using Outbound HTTPS URL. However, we are getting error during Outbound Proxy BS simulation:

"--HTTP Internet Exception during 'Data Send': 'An error occurred in the secure channel support', code: '12157'(SBL-EAI-04116)"

After checking for this error in support, i can see that we need to setup OUTBOUNDSHA2 parameter and then update object manager param EAIOutboundSubSys.

However, i dont see OUTBOUNDSHA2 named subsystem installed on our siebel servers. There are no support documents to create the new named subsystem OUTBOUNDSHA2 and configure it. please help:
