Sales Order config items creating jobs

We have 3 different config items per sales order line, TOP config item BOM has reaming child config items as components type of ATO item. when we progress sales order TOP config item line CREATE_SUPPLY_ORDER_ELIGIBLE process creates flow job and discrete jobs get creates. Now we need to change this initially we need to create one discrete job later flow job and dicrete job need to create. any one know how to do this.
