Patching GI With CRS Offline

Environment: 12.1.0.2 Grid Infrastructure

I have a unique situation where my second node in a two node cluster is hanging the Linux kernel when Clusterware 12.1.0.2 starts up. Oracle support is telling me that in order to solve this issue, I need to apply one-off patch 31770076 which addresses an issue with ACFS hanging the kernel. I have been working with Oracle support now since April 9th trying to get this patch applied to the second node. The issue is that I cannot use opatchauto to apply this patch on the second node since it requires Clusterware to be running. Also I cannot use
