How to restrict the access of the users to multiple exposed services ?

Currently there is a significant number of open services on the JDE application server , many of those services are used for administration or operational purposes, some of them uses unencrypted protocols such as HTTP or FTP.

So these services are exposed to users , and user needs to access only prod ports, so is it possible to restrict other exposed services for users ?
