Cannot find "Create Purchase Agreement" action on Contract fulfilment

On the fulfilments tab there is an option to “Create Purchase Order” but there is no option like “Create Purchase Agreement”. AS per the documentation there should be that option. https://docs.oracle.com/en/cloud/saas/procurement/22b/fasca/how-contract-fulfillment-works.html#s20031110.

Also not sure how Contracts without line would create a "Contract Purchase Agreement (CPA)" as there would be no lines or fulfilment tab for such contract?

I also tried to run import Agreements but nothing got picked up.
