How to create Purchase Agreements (BPA or CPA) from Procurement Contract

I could not find a way to create BPA or CPA from procurement contract. Contract with Lines has Fulfilment tab from where I could create PO but there is no option to create agreements for Future dated contracts. I tried even importing Agreements but did not work. Also, there is no Payment Terms field available for Contacts without lines. Any idea why?
