PeopleSoft HCM 9.2 Image 40 - Belgium Home Address

We are currently on PeopleSoft HCM 9.2 Image 40 and we are trying to enter a HOME address for Belgium. Although there is no Address Line 1 in the configuration, Address Line 1 is required to save the HOME address.

Are we missing something? Any insight to others that have employees with a Belgium HOME address?
