Why does database do crash recovery after CRS shutdown on server reboot

Database is RAC Onenode managed by CRS and on server reboot we see what looks like a shutdown immediate in the alert log -

Adjusting the default value of parameter parallel_max_servers

from 640 to 376 due to the value of parameter processes (500)

Starting ORACLE instance (normal) (OS id: 15851)

but we later see a crash recovery taking place -


ALTER DATABASE OPEN /* db agent *//* {2:8394:2} */

Ping without log force is disabled:

instance mounted in exclusive mode.
