How to allow an user to apply a discount in a sales order line until 10%

I'm working with Advanced pricing in version 12.2.10. The business scenario is to configure an modifier that will allow the user to apply discounts between 0% and 10%.

I was able to define a modifier with a fix percent like 1%, 2% or 3%. However, I don't know how to configure to allow the user to change the percentage but with a limit, in my case of 3%. We are not using qualifiers. The modifiers is not filtered by any attribute, only the Operation Unit .

If I define the modifier line as "Override" the user can apply a discount over 10%. I want to allow the modification of the discount but never higher than the 10%.
