Creating a page/region for a Cipherlab rk95 scanner wraps items on same line

Apex Version: 22.1

The scanner screen size is 480x800 and two items that are only 1 or 2 columns in the same row, wrap even though there is screen available. It behaves if the screen width is set to 640 in the browser responsive simulator. We need to put 2 or 3 items on the same row but something is forcing a new row on every item. Any ideas?
