Listener of Client-Side for TLS 1.2?

Good Afternoon. It's my first time setting up TLS and we're just about there, but I've hit a road block. I've been using Configuring Secure Sockets Layer Authentication (oracle.com) to configure TLS between our Oracle 19c database and Windows application client server.

Currently receiving an ORA-28864 error; my understanding is that one cause of this error is the listener not run by a user with proper permissions to the Oracle wallet the sqlnet.ora file is pointing to. My server guy confirmed the listener is not currently running on the client side, so we went to start it, but there is not a
