Why cant I create a WO after creating the scenario, resourse, standard operation and resource rate?

I created the WD, resource, scenario and the resource rate, and got the mistake "You can perform Operation Transaction only up to the issued assembly component quantity (WIE-4426047)" Why is that happening ? is it because the item has no structure ?
