Plan Declare Date Not Updated on ADM_APPL_PLAN upon matriculation - is this right?

When students are updated into a MATR action manually or via SAD_APL_PRG, it appears that their plan declare date (ADM_APPL_PLAN.DECLARE_DT) is not updated to reflect the effective date of the matriculation row. It remains the declare date from the first instance when the student was put into that academic plan.

This has implications on how the plan requirement term is calculated when students change admit terms during the application process. And results in incorrect plan requirement terms based on pre-matriculation application changes. See example below.

We have chosen Plan's Declare Date as our requirement term default on the plan table to align with institutional policy for certain use cases.
