Is it possible to have shrinkage rate with effectivity date for MRP

In case R&D estimated that product loss% will be decrease every 2 months. Can we define shrinkage rate 30% for 1st month and 20% for 3rd moth , so that MRP will not suggest too many planned order for 3rd month.
