SQL Developer can't connect to ATP

in SQL Developer (MOSC) 5 commentsQuestion

I have 3 of windows 11 laptop and one of them work find with SQL developer but 2 of them can't. Here some of them that can't connect to ATP.

Intel core i7 gen 11

Windows 11 fresh install with no other software.

download new wallet from my ATP

fresh download SQL developer sqldeveloper-21.4.3.063.0100-x64.zip

upzip to c:\sqldeveloper and then I copy wallet.zip into this folder. after that I open SQL developer. Then create new one of database connection. see picture I've got the error.

How can I solve this problem?
