Upgrade 12.1.3 to 12.2.11 Tax Classification Code not showing on iProc(Raisng Reqs)

in Install, Upgrade, Clone, Patch - EBS (MOSC) Question

Hello

The tax classification code is not showing after upgrade to 12.2.11(It is showing in our test instance 12.1.3). I have followed these steps (How To Enable E-Business tax Functionality In iProcurement Release 12 (Doc ID 552107.1)) for redoing personalizations, but the tax code is still not showing.

What am I missing?
