User is unable to Decline a task but there is a group present in assignee.

A user and a PM group are part of the assignee for a record. Oracle KM says that the only reason why any user may not be able to decline a task is that he might be the only assignee. Can the Project Manager group be considered a second assignee for the record? If yes, could be a bug in 12.5. If not, please help me out.
