Is there a way to force all stock items on a sales order to go on backorder?

Due to the current issues with delays in component production & delivery our Supply Chain management would like all of our sales orders to immediately go to back order so that they can better manage releases of limited stock. We don't want to put all customers on "ship complete" only, and would prefer a solution that is at the item or order level, rather than at the customer level.
