Re-sourcing Requisitions

Our Buyers are reporting an issue with requisitions re-sourcing when a line on a PO is adjusted.
When a line is canceled on a PO, there is a message that appears asking if the line will be reissued. When the answer is NO, the requisition will still source that canceled line to a new PO.
When a line quantity is reduced on a PO, the message appears again. When the answer is NO, the requisition will still source the reduce quantity to a new PO. (line was 10, reduced to 8. 2 are re-sourced)
Is there something in the configuration that can be adjusted so this will not happen?
