Forgot Password on ODA 19.14

I am on ODA 19.14 on X8-2S and recently the password expired for the oda-admin user and I couldn't log in to the ODA Web Console. When I click on "Forgot password?" link I get the following message:

"Forgot Password

Log in to the appliance and run odacli-adm set-credential to reset password. For more instructions, refer to Oracle Database Appliance Documentation"

When I run odacli-adm set-credential I get:

[root@nd-oda log]# odacli-adm set-credential -u oda-admin
DCS-10001:Internal error encountered: Failed to start hand shake to localhost:7070.

When I look for odacli-adm in the Oracle Database Appliance Documentation I find nothing.
