OPPM v19 SP1 (Build 9556) Database Management

OPPM v19 SP1 was orignally installed on a Win 16 app server and connected to a Oracle databse ver 12c, (12.2.0.1.0). When upgrading the app server to Win 19 and installing the same OPPM v19 SP1 application, then reconnecting to the existing database that was connected to the Win 16 app server, we ran into an issue when launching OPPM. The forms in OPPM would not show data in tables and dynamic lists, even after refreshing the database and reconnecting it to the Win 19 OPPM v19 app server, it still indicated the same error, no data in tables or dynamic lists.

To resolve the issue, we had to create a new database (with a new name) for the Win v19 OPPM v19 environment, if this is the standard operational process? it is not listed in any Oracle Primavrea Portfoilio Management documentation. So my question is, when moving to a new version of the Win application server with the same OPPM version, is it necessary to create a new database with a new or different name?
