Windows cannot find URL of webservice (created using Native Oracle XML DB Web Services)

in PL/SQL (MOSC) Question

Hi,

I have created a webservice using the step in doc https://oracle-base.com/articles/11g/native-oracle-xml-db-web-services-11gr1

When calling the webservice from the browser I got windows cannot find 'http://test:test@localhost:8080/orawsv/TEST/GET_DESCRIPTION?wsd' check the spelling and try again.

I have used Oracle Database 21c Express Edition Release 21.0.0.0.0 - Production

Is there other configuration to be done in the database so as to call the webservice?
