Parts List Substitution : I am unable to get this function working

Hello,

I have setup and tested this function according to document 626109.1 Branch plants constant is set to hard commit. Version of R31410 has the parts list tab set to "1" on PO for substitution.

My test case has quantity available < 0. The item I am substituting for has available components. I have set up from the BOM to allow for this item to be substituted and the date range is within the range of the work order. So far after running workorder processing and adding the parts list the program still defaults to the original bom item number instead of the substitute item. The parts list does show the original item is not available as expected.
