Why were Actuals date indicator changed to be an option

Can someone explain why was the actuals indicator changed to be an option with the default being that it is not shown? This should always be shown. I understand having it an option to be removed but why is the default it not showing.

This is causing all our users to have to correct their preferences on something that was not an issue before.
