Unable to migrate or refresh the security if users are LDAP users

EPM 11.2.7 , Oracle DB 19c, Linux 7.1 servers, Server 1 has Planning and Foundation and 2nd server has Essbase

I am having issue when i migrated the application from old 11.1.2.4 to new 11.2.7 the dimension level security are not migrating if groups are assigned to LDAP users. In Essbase server we are seeing following errors

EPMCSS-00107: Failed to refresh group cache. Some of configured user directories not initialized [FID]. Verify user directory configuration.. Verify Shared Services security user directory configuration

Single Sign On function call [css_getUser] failed


In Shared service we can see all groups are created and all LDAP users are assigned but when we LCM the application groups then we see the following error. Users are active in LDAP
