We are following the instructions for the OEM app for Grafana found in the Oracle documentation here: https://docs.oracle.com/en/enterprise-manager/cloud-control/enterprise-manager-cloud-control/13.5/emgrf/install-oracle-enterprise-manager-app-grafana.html

We have created an LDAP user and given it EM_ALL_VIEWER, EM_USER, and PUBLIC roles, but when we try to leverage the user from the Grafana side we get an error message with

Bad Request Reference Id : A  :  For userid:bf9488d8b56ef94772582eb2ef8655c6 there is no throttle rate limiter configured.

Cursory searches via google and the support website don't reveal much about an enterprise manager setting that would need to be changed or where to find it if that's even where the problem lies
