Can I use the DBMS_CRYPTO with AES 256 (DBMS_CRYPTO.ENCRYPT_AES256 + DBMS_CRYPTO.CHAIN_CBC + DBMS_CRYPTO.PAD_PKCS5) in Oracle 12c and 19c EE without the “Oracle Advanced Security” license?
