EBS 12.2.6 - Moving to Chrome with JWS - attachment download issue

We are working to move to the Chrome browser with Java Web Start, and we discovered that email attachments on GL Journals (.msg files) are blocked on the download when you attempt to view the attachment from the Forms screen. Chrome is blocking the download.

We have some strict general policies on our network regarding security that users cannot change, and I'm trying to discover if this is an issue with our browser policies managed by IT security or if there is an issue with the mime.types file or some other file setup (like System Administrator's "Viewer Options").

Does anyone know? We have JRE 1.8.0_301 loaded and required EBS patches for JWS. Forms work properly but this attachment type will not open.
