Washington state Long term care tax refund are not processing in Quick pay

While processing refunds via balance adjustments the balances look good but with the same element if i try processing via Quick pay to run with other elements the balance are not flowing correctly.

In SOE I see the seeded element processed but not the adj element

In run results i see seeded tax element and Adj tax element both processed how ever the balance from Adj element are not flowing as expected in Quick pay but flowing correctly when i process the balance adjustments .

Is there any document on how to process Washington state LTC?
