opatchauto -out-of-place hangs during patching of DB home with 19.15 RU

I have 2 node RAC with physical standby. Patching 19.6 GI and DB homes with 19.15 RU using opatchauto apply -out-of-place option. GI home patching completes without any issue. However, DB home patching hangs during switchclone step with following message -

Bringing down databases from oracle home /u01/app/.../19.15.0.

It hangs there for days and no errors reported in logfiles.
