Limit available data sets for new component

We are in the process of implementing ECC V7 and I have a question regarding the following scenario.

Using Purchasing Super User (just an example) responsibility, a business user, which has the ECC Developer responsibility assigned, is able to add components on the dashboards (e.g. Results Table). In the component configuration, the data set list displays all the existing data sets. If the user selects a data set that the responsibility doesn't have access to, he will get an error like "400 Bad Request: {"title":"Not Authorized to access dataset due to:No function from ...".

The question is, is it possible to restrict the available data sets in the list in any way? for instance to show only those for which form functions are available in his responsibility's menu, or those the ECC application has access to.
