Application Emergency Message: Message Dictionary coludn't open the CLE application message file

Hi,

We're getting below emergency message while opening invoice workbench after we upgraded to R12.2.11 from R12.1.3

Application Emergency Message:

Message Dictionary coludn't open the CLE application message file.

Message Dictionary Error- A file pathname could not be constructed for the application CLE.

This error often indicates that the Application Basepath (e.g. FND_TOP) or Subdirectory (APPLMSG) environment variables do not have a valid value while opening invoice workbench form in oracle apps R12.2.11.


Could you pl let's know what is the exactly causing issue.
