how do I clear an uncosted material transaction record stuck

I see that there is a solution for this going forward CSTRCMCR1 - Record Order Management Transactions Errs with ORA-00001: unique constraint (BOM.CST_COGS_EVENTS_U2) Unexpected error in CST_RevenueCogsMatch_PVT . Insert_OneSoIssue ( 60 ) (Doc ID 1346138.1)

but it doesn't say how to clear the record out. Can anyone advise on these steps?
