Query tier breaker rule in Warehouse Picking Instruction

I am using tier breaker rule as 4 in Picking instruction as i am using sequence number location.



but we also have received some scenarios where i could see that system suggesting picking location by sequence number although i have some partial qty/least qty locations.

Means system should give least qty location first then only it will go for full locations.

So do we have any such option where system can also suggest the partial qty location first and also consider the Location Sequence..


Please help me
