Upgrade 12c(12.1.0.2) to 19c

I have installed 19.3.0 base DB release software. By default, it comes with "OCW RELEASE UPDATE 19.3.0.0.0 (29585399)" and "Database Release Update : 19.3.0.0.190416 (29517242)". Can I apply latest "Database Release Update : 19.15.0.0.220419 (33806152)","OCW RELEASE UPDATE 19.15.0.0.0 (33815596)", and "OJVM RELEASE UPDATE: 19.15.0.0.220419 (33808367)" prior to upgrading 12c databases running on the same server?
