SQLcl with Cygiwn

in Database Networking (MOSC) Question

Hello

1) Any steps to setup SQLcl with Cygwin? Currently its not working with my Cygiwn.

2) Any suggestion how to use TNS connection? Getting following error when I try to use TNS with SQLcl (TNS connection is not working)/only can connect via Basic mode):

 Error Message = IO Error: The Network Adapter could not establish the connection (CONNECTION_ID=MwKyqbe+RNOY3iIaZRDxHg==)
