What is the best way to install the 19.8 Windows Client?

I've downloaded the 19.3 client and located the 19.8 database patch but am uncertain as to whether that is the appropriate patch?


Can it be applied to the client only install without creating additional database binaries? Also, we need both the 64bit and 32bit Windows clients but I only see one 19.8 patch. Assuming it is the correct path for the client can it be used for both 64 and 32 bit?

I tried opening a SR but they just referred me here.
