New feature in ARM, Annotation Manager?

We're on 11.2.5, and noticed there is a new option under tools, Annotation Manager. That wasn't there in 11.2.1. Couldn't find any info on it and no idea how it works or how to create an annotation. Have really looked hard but to no avail. Any info is appreciated, we're having to annotations offline.
