Dependent Plans Don't End If Qualifying Event Flag Is On

The processing option for P08334 if the qualifying event flag is turned on to track the Qualifying Event Code, when changing enrollments the dependent enrollments are not ended. If the flag is off when an enrollment is changed then the dependent plans are also ended. Is this standard functionality?
