Smart answer Alternate server is not connecting to network port 20102

we have recently upgraded siebel from Ip14 to IP21 and installed smart answer on 2 server as a Master and Alternate. However smart answer functionality is working with only master server , when master goes down alternate is not picking the request.

Installed Python on both nodes . (created same directory structure on both nodes )

Installed PostgreSQL on both nodes. (created same directory structure on both nodes )

Installed Master smart answer in node1 (created same directory structure on both nodes )

Installed Alternate smart answer in node2 (created same directory structure on both nodes )
