Database Load Map Not Available after applying upgrade to OMS

After applying an upgrade patch to my 13.5 OMS, I started getting "Database Load Map Not Available" when trying to select it. I saw that job_queue_procfesses=0 so as pointed out in a white paper I increased the number. I've since restarted my repository and OMS several times and still get NOT AVAILABLE. Load map was working fine prior to upgrade. Has anyone experienced the same condition if so, what was your fix? Appreciate your input. One final piece of info, I'm running my OMS on Windows Server 2019.
