Non Catalog Request Contract Number Field LOV returns no records

Hello

Using Oracle IProcurement 12.2.9

Previously the contract number in the non catalog request form of iprocurement was hidden via personalisation. In Test I have removed this. The field is now visible. However, the LOV returns no records at all which is strange as CPA's exist in the OU. This is the same also with the Contract Number field in the Requisition in core apps. What could be restricting this? I would expect all CPA's to be visible and available to be chosen.

Any ideas?
