12.2 = Post Clone adop phase=prepare Failed with Error 1

I cloned DB and App tier successfully from PROD to PPE. NO issue pop up during cloning process. System is up and running. Now trying to apply patch and adop phase=prepare is failing with Error Fail (1).

I already tried - option restart=yes abandon=yes  - But no luck

I validated the Infra using adop -validate --> It executed successfully and validation log show no error and Infra level everything is sync fine and there is NO error reported in output file either.

And I tried to reset patch sessionss using adop phase=actualize_all but this is also giving same error Fail (1) and no error logged in the log file. adop.log file has 0 bite.
